Mr. J.H.01dham, Secretary of the International Conference of Missionary Societies, rang me up today to say that he had had a telegram from the Foreign Missions Council in the U.S.A. regarding reports that appeared in the American Press that the Governor of Hong Kong had announced that persons joining the strike would be liable to be flogged: it is considered that such a penalty would go far to alienate the sympathy which best American opinion feels towards this country and her Colonial work and would be severely dealt with in the American Press. no substance in the story, the F.M. Councilésked that a denial might be authorised, and Int. Con- ference of Missionary Societies (in London) agree that this would be a good thing. Mr. Oldham mentioned that there appeared in the Times about Saturday last some such statement about the Governor threatening strikers in Hong Kong with the flogging penalty.

He told me that he did not want to write officially about this, but thought he ought to bring this information to the notice of the Department at least. He may write and ask to be allowed to discuss it here, if he has any further representations.
